Reform 4 - Deciding what gets built
We need an effective approach to deciding what gets built
'1. The Government should establish a system planner to [determine or inform] what gets built [relating to water resources and drainage] in line with the long-term vision for the sector.
2. Decisions on what gets built should be informed by local needs and conditions, including the role that other sectors play, as well as how they are impacted (catchment management).
3. For other areas (e.g. drinking water quality?), the Government should redesign the strategic planning frameworks so that decisions are taken in a way that, together, meet the long-term strategic objectives and take account of the costs of the proposals.
