Reform 2 - Ending Pollution
We need to prevent pollutants entering the sewerage network
1. Reduce the cost to water companies (and customers) of wastewater and clean water treatment
2. Raise new sources of revenue for (and so increase the pace of) investment in remedial technology
3. Reduce final pollutant loads to improve environmental outcomes and the perception of progress
